FCS Parent Association (PA)

The Parent Association (PA) provides support to FCS and the FCS community. All FCS parents are members of the PA, which cultivates community-building through activities and provides a forum for sharing information on issues that affect our children. Meetings are usually held once a month in the evening. They can be held online or at the school.

FCS Board of Trustees

The FCS Board of Trustees consists of members of local Quaker Meetings, parents, friends of the school, and a faculty member. The Board is responsible for hiring the Head of School, major policies, financial sustainability, and developing the school’s Strategic Plan. Members of the FCS Board of Trustees serve a three-year term.

  • Karen Armstrong

    Karen is an education researcher committed to identifying best practices to improve educational outcomes for students of color and students in poverty. She is a member of the Cambridge Friends Meeting, but now considers Adelphi Friends Meeting her spiritual community. She was drawn to Quakerism after witnessing time and time again how Quakers integrate their faith into social action. Karen is currently working at the U.S Department of Education in the data unit of the Office of Elementary and Secondary Education. Her role is to support the analysis, use, and dissemination of data to inform data-driven decisions for educators and policymakers. She has a Masters in Public Policy from Duke University and a Doctorate from Harvard’s Graduate School of Education.
  • Virginia Bainbridge, Treasurer

    Virginia grew up in Wilmington, Delaware, and attended Wilmington Friends School from K-12. She is a member of Shepherdstown Friends Meeting, a former Clerk of the New London Friends Meeting in Connecticut, and has served on the Nominating Committee, Permanent Board, and Long Range Financial Planning Committee for New England Yearly Meeting. Along with a career in occupational therapy and mental health services, Virginia has been a volunteer with a crisis telephone service in the U.S. and in West Africa. Recently she returned to Liberia to lead crisis service workshops and also volunteer at an orphanage and help women's groups start micro-financed businesses.
    She has a BA in psychology from Carleton College, a certificate in occupational therapy from Columbia University, and a Masters in Public Health from Yale University. Virginia has been married for 49 years to her husband, David. They have two children and five grandchildren.
  • Brooke Carroll

    Brooke is a lifelong Quaker and is a member of Sandy Spring Monthly Meeting. She is the former head of an independent school and currently works as a consultant and coach supporting small independent schools in governance and leadership. Brooke is a graduate of Bates College in Maine and has a doctorate in Educational Psychology from the University of Minnesota.
  • Regis Carvalho

    Regis Carvalho is the parent of two former FCS students. Motivated by the school's values and community to give back, he has been a classroom field trip coordinator, class booth organizer for the Fall Fair, chaperone on many field trips (his favorite job), weekly class helper, and, for the past three years, Fall Fair clerk. Currently Regis serves his fourth year on the Board of Trustees and he is the co-clerk of the Advancement Committee, where he has been working with people looking at the sustainable future of FCS. Professionally, Regis is the founding principal engineer at Oaken Consult LLC. He has spent all his professional career studying, designing, evaluating and analyzing pavements and developing software applications for pavement problems. He is currently a consultant and principal investigator for accelerated pavement research at the Turner Fairbanks Highway Research Center of the Federal Highway Administration. Regis is a graduate of the University of Sao Paulo, Brazil and the University of Maryland.
  • Tamara Devieux-Adams

    Tamara Devieux-Adams joined the FCS community in 2016 and is a parent of two current FCS students. She and her husband, Earl Adams, Jr., are deeply committed to FCS’s mission and values, including ensuring that diverse families of varying economic backgrounds can attend. Tamara and Earl served as co-clerks of FCS’s $1.5 million Light the Way Endowment Campaign benefiting financial aid, teacher compensation and professional resources. After practicing law in the private and public sectors, she has worked in law school administration since 2006. Currently, Tamara is the Dean of Students at the UDC David A. Clarke School of Law. She earned her A.B. in psychology from Harvard University, a J.D. from Boston College Law School, and a Master’s in Higher Education Administration from The George Washington University.
  • Tanisha Edmonds, Vice Clerk

    Tanisha is the parent of two sons, one an FCS alumnus and the other a current FCS student. As an FCS parent, she has volunteered in numerous roles including Fall Fair and Auction class parent and as an Admissions Volunteer. Tanisha currently sits on the Diversity Committee and the Transition Committee. She is a licensed attorney who has spent her entire career in the area of civil rights and labor and employment law, litigating employment discrimination complaints on behalf of plaintiffs and as agency counsel prior to transitioning to policy and programs work pertaining to equity, diversity and inclusion. A native of Oklahoma City, Tanisha earned her undergraduate degree and law degree from Washington University in St. Louis, Missouri.

    Angela Garcia is the FCS Head of School since 2019. 
  • Tom Glaisyer

    Tom is the parent of two FCS students. He served as a parent liaison for the Advancement Committee last year, and subsequently as a member of the Advancement Committee this year. Born in the United Kingdom, he attended the Hereford Meeting and Almeley Meeting as a child with his parents, as well as the Waterford Meeting in Ireland during summer visits with his grandparents. After studying at the University of Birmingham, Tom attended the Quaker United Nations Summer School in Geneva. He moved to the United States in 1999, and started to attend the Adelphi Meeting this year, given its connection to FCS, and is pursuing membership in the Meeting. Professionally, Tom is a member of the Executive Team at the Democracy Fund, a private foundation set up in 2012 to address the growing challenges facing democracy in the US. Beyond his academic and professional credentials, Tom has been engaged with Outward Bound, an outdoor learning and leadership organization. While earning his Masters Degree at Columbia, Tom helped to found the Outward Bound Center for Peacebuilding, on whose board he has sat for the last decade. The organization has sought to bring people in conflict together through structured programs at the Outward Bound facilities located across the globe.

  • Beth Harris

    Beth is the parent of two current FCS students. She is a development advisor for Grantmakers In Health with 20+ years of experience in fundraising, grant writing, and partnership development through non-profit, federal, and developing country organizations. Beth has a Masters in International Administration from the University of Denver and an undergraduate degree in political science from Haverford College. 
  • Alex Jadin

    Alex is a parent to two current FCS students. He is a Senior Policy Advisor at the U.S. Securities & Exchange Commission. Alex previously served on the board of School for Friends, taught at San Francisco Friends School and Brooklyn Friends School, and worked in the Baltimore Yearly Meeting camping program. He is a member of Friends of Meeting Washington, and is a member of the Corporation of Haverford College. Alex has a J.D. from U.C. Berkeley, an M.A. in philosophy from The New School for Social Research, and a B.A. from Haverford College.
  • Michael Levi

    Michael Levi is the parent of an FCS alum who graduated in 2010 and a member of Adelphi Friends Meeting. He has been on the FCS board since February 2018, and currently serves as Clerk. Michael received a BA in Mathematics and Comparative Literature from Dartmouth College and a Masters in Public Administration from the Harvard Kennedy School.  At work, Michael tries to make economic data accessible and intelligible. In other parts of his life, he likes to cook, play bridge, and scuba dive.
  • Waldo McMillan

    Waldo McMillan is the father of three former FCS students. Professionally, he is the Vice President for Legislative Affairs at Charter Communications, where he is responsible for advocating the company’s policy initiatives on Capitol Hill and the White House. He most recently served as Founder and Managing Director of Capstone Counsel Group, a federal government relations firm based in Washington, DC. Prior to founding his firm, Waldo was a Counsel in the Public Policy and Government Affairs practice group at Bryan Cave LLP, and before that he served as Vice President for Public Policy and General Counsel at the broadband technology nonprofit One Economy Corporation. Waldo began his career as a Counsel in the leadership office of former U.S. Senate Majority Leader Harry Reid of Nevada. He is a graduate of Howard University and the University of Pennsylvania Law School. He has served on the Board of Directors of Sasha Bruce Youthwork, which serves runaway, abused, neglected and homeless youth in Washington DC.
  • Eric Rosenthal

    Eric Rosenthal's favorite FCS activity is volunteering with kids in the classroom, which he has done once or twice a week since his son--a member of the Class of 2020--was in kindergarten. Eric first learned to appreciate Quaker education and Quakerism while at Haverford College, where he served as student representative to the college’s Board of Managers. At FCS, he regularly volunteers for the Fall Fair, the auction, and staff appreciation day. He writes a monthly article about FCS for the Hill Rag. A pediatrician, Eric gives talks to the FCS 3rd and 4th grade students about puberty and the 7th and 8th grade students about sex. He helped organize the construction of FCS's outdoor classroom space. He is an admissions volunteer and served as a member of the kindergarten curriculum committee growing out of an Association of Independent Maryland Schools' (AIMS) visit. He was a member of the Board of Trustees Advancement Committee for two years. He has been a member of the Board of Trustees since 2017. Eric served as President of River Park Nursery School for two years. He is former political director of Human Rights Campaign and now is a pediatrician in the Children’s Hospital emergency room. He has a bachelor’s degree from Haverford and medical and Masters of Public Health degrees from George Washington University.
  • Joanne Rotondi

    Joanne Rotondi is a parent of two FCS middle schoolers who have both been at the school since kindergarten. Joanne and her husband, Chris Oehrle, try to contribute to the school community with every chance their busy lives allow. Joanne served as co-clerk for the FCS Spring Auction from 2012 through 2017, a significant fundraising effort for tuition assistance at FCS. Joanne has served on the FCS Board of Trustees as one of the PA Reps since the Fall of 2017 and currently sits on the Governance and Personnel Committees. Professionally, Joanne is an attorney practicing environmental law at the global law firm of Hogan Lovells in Washington, DC. Joanne has a Bachelor of Science degree from Cornell University and both a Law degree and a Masters of Environmental Economics and Policy degree from Duke University. Joanne and Chris have lived in University Park since 2001.
  • Sameen Saeed

    Sameen is a seasoned fundraiser and nonprofit professional with over 15 years of experience in business development, major donor fundraising, and strategic communications. As a major gift fundraiser for the College of Behavioral and Social Sciences at the University of Maryland, Sameen raises millions of dollars for capital campaigns, endowments, planned gifts, and special events while assisting alumni match their passions with the needs of the university. She has worked closely with Fortune 500 business leaders, congress persons, prominent media personalities, policy makers, academics, and international government officials. In addition, she has led search committees in recruiting and hiring talent for the university. Sameen believes that a Quaker progressive education allows children to find their voice while being open to peers and educators. “FCS provides a socially inclusive and intellectually diverse learning environment anchored in communal experiences that emanate from a desire to do good in the world. These attributes match my personal value system, and I want to be deeply engaged with the school, and play a role in further strengthening its mission and purpose,” she says. Sameen has a B.S. in marketing from University of Missouri, St. Louis and an M.A. in International Affairs from Washington University in St. Louis. She is also a graduate of the Institute for Nonprofit Management and Leadership at Boston University. Sameen lives in Hyattsville with her husband and two children.
  • Margaret Weigers Vitullo, Clerk of the Board

    Margaret came to Quakerism about 8 - 9 years ago through her daughter’s involvement in Shiloh, one of the BYM camps.  Soon after she started at the camp, her family began to attend Adelphi and later joined the Meeting. Margaret has been drawn not only to Meeting for Worship, but also to Meeting for Worship for the Conduct of Business because of the latter’s decision-making process. She is deputy director of the American Sociological Association, and works closely with their board, including attending board members and board orientation. As a leader at the Association, she is grappling with COVID issues similar to those we face – how to build connections and teams, how to be flexible, hold to hold people accountable, and how to support constituents. Prior to joining the Association, she had been on the faculty of Gallaudet University for ten years. Margaret is studying to become a Certified Association Executive through the American Society of Association Executives.  
  • José Santos Woss

    José is a legislative manager at Friends Committee on National Legislation. Over the past decade, he has held many public policy roles in different organizations and government institutions where his advocacy has focused on underserved communities. José has a Masters in Public Administration from American University and an undergraduate degree in French Translation from Montclair State University.
